Details his opinion on the proposed changes planned at the Johns Hopkins Hospital. First, he wonders how the public could be kept away from first class men. (Whole time professor) Secondly, the Hospital would not get the best men with the salary proposed, not even the second best. Thirdly, there would be a conflict between the task of the assistants with the chief's task. They would have far greater influence than the chief. However, there is no doubt that when a man has gained a strong reputation in the public and the profession, his scientific work is neglected. Thinks that Kelly and Barker could not accept the proposal. Would prefer to see it tried in New York first.

Suggests that the clinical men should received liberal salaries, from $15 000 to $20 000. Hopes to hear fully from Welch on the subject. He has not heard anything except from Kelly.
